Israel is prepared for times of emergency in every walk of life, and takes help and assistance from various sources at its disposal.
Detailed and precise instructions on what to do during times of emergency will be given in every public and educational institution in the city.

Students practice for emergency situations on a regular and orderly basis. Special arrangements have been made at every school, nursery and youth club to increase the safety and security of our children.

Together with volunteers, our cities and towns are ready to offer assistance if needed to prepare rooms and shelters in the homes of senior citizens, the physically and the mentally handicapped, in accordance with the instructions of the Civil Defense and Home Front Command.

Israel's municipalities are in constant contact with all the authorized regional and national security forces. All the relevant personnel in positions of responsibility will be given training and they are on call 24 hours a day to assist the public when necessary.

The Municipal Hotline (Moked) is manned 24 hours a day and is at your service day and night. We call on you to remain calm and in control, as is required of us at this time. 13:00...Heavy fire is now taking place between the IDF and Hezbollah on the Northern front. There is heavy fighting between the IDF and Hezbollah near the settlement of Avivvim and inside Lebanon.
In the center of the country the high alert continues following the report of a suicide bomber heading towards the Sharon area.
Gas drums exploded at the Sgula junction. Police say that this was not a terrorist attack.

11:00 Three barrages of Katusha rockets were fired at Haifa this morning one rocket had a direct hit into a house under construction this morning 2 people were lightly injured the rest of the rockets fell in open areas with no injuries. Police are on high alert in the Sharon area because of information of a suicide bomber thus a massive manhunt is going on in the Sharon area.

10:00 Five soldiers were injured during a gunfight with terrorists in Gaza Katusha rockets continue to fall on the Western Galilee. The IDF infiltrated the center of the Gaza strip. The IAF continued its attacks on Lebanon last night destroying long range missile launchers. Today the special daft of reserve troops continues.

09:54..... In a combined effort by the Israel Air Force and the Israel Defense Forces Southern Command, the IDF attacked an armed band of terrorists in Central Gaza. Since the start of the “Superstar” campaign tonight, terror infrastructures and rocket fire in Central Gaza has diminished.

18:01 18/07/2006) As Israel Air Force attacks continue in Lebanon, over the last few hours, the IDF has attacked 12 routes connecting Lebanon and Syria in order to prevent the transfer of weapons and terrorists as well as a rocket launcher in the Tyre area. The number of targets hit so far today by the Air Force is 52.

17:41 A short time ago, the Hizbollah terror organization fired rockets into Israel. The rockets landed in the Western Galilee, at one location in the central Golan Heights and in the towns of Safed, Acco, Nahariya and Kiryat Shmona.

July 18, 2006, Time: 17:40 In the last hour, the Israel Air Force attacked two targets in Lebanon to prevent terrorists from reaching Katyusha launch sites.


In light of the recent bombings that continue to plaque the northern part of the country the Israel IDF Home Front Command is issuing for the settlements on the northern front lines the following orders:

The first line settlements are to stay in their shelters and to follow instructions to come. The citizens living north of the Akko-Amiad junction road, Karmiel, Tiberius, Haifa, The Kryot, Akko, Nesher, Carmel city and Tirat Carmel are asked to remain in a secure place in their home or an internal room in the house away from windows and outer walls. Citizens of these areas should avoid public places and areas where people congregate. There will be no children’s activities at these areas, including camps. Citizens are allowed to go to work as long as they work in closed buildings and are close to a secure area or shelter. For the areas south of Haifa the people are asked to continue their lives as usual. The forewarning system will give these citizens enough time to follow these instructions.

1. For those already inside a building- Immediately go to a secure area inside their house/ apartment or in to the residential safe room, these rooms must be away from windows and outer walls.

2. For those outdoors-Get into a building preferably a stairwell or stick to a wall or close cover and lie down on the ground.

3. For those driving or riding in a car-Exit the vehicle and run into a stairwell or the closest cover. For more information there is an hourly update at the top of every hour on Channel 33 or at the Israel Home Front Command call center at number 1207

Citizens living in the cities Akko, Haifa, Krayot, Tirat Carmel, and Nesher are requested to stay close to buildings and to stay tuned for further instructions that will be published by the media. At the sound of an explosion or siren people are requested to act according to the following instructions:
1. For those already inside a building- Immediately go to a secure area inside their house/ apartment or in to the residential safe room, these rooms must be away from windows and outer walls.
2. For those outdoors-Get into a building preferably a stairwell or stick to a wall or close cover and lie down on the ground.
3. For those driving or riding in a car-Exit the vehicle and run into a stairwell or the closest cover. After 15 minutes in the shelter or secure area it is possible to leave the secure area/ shelter unless given other instructions.

Helping Our Children Cope If Attacked

Residents of the conflict area are requested to remain in the bomb shelters or secure rooms and comply with instructions.

Residents of the areas to the north of the Acco-Ammiad junction highway and residents of Carmiel, Tiberias, Haifa, Krayot and Tirat HaCarmel are requested to remain in the secure rooms or in the interior rooms with as few openings, windows and exterior walls as possible. Residents of these areas are required to avoid gatherings. In addition, residents of Nazareth, Upper Nazareth, Kiryat Tivon and Migdal HaEmek are requested to remain indoors, avoid gatherings and coducting of children's and youth activities, including day camps.

In order to minimize damage to activities of daily life, the residents may return to work, on the condition that their workplaces are located in structures equipped with secure spaces. Food supply chains, banks, clinics, pharmacies, post offices and postal services, public transportation and other vital services are requested to provide all services need to satisfy the needs of the population.

In all other regions of the country, the regular daily routine will continue. At the of launch of rockets directed against said areas of residence, a siren will sound. Upon hearing the siren, act according to the following instructions:

1. If indoors: immediately enter a secure space or an interior room with as few openings, windows and exterior walls as possible.

2. If outdoors: enter a stairwell of a building or assume a prone position next to the nearest wall or other shelter. Continue listening for instructions broadcast through the media


Israel Home Front Command News

The Home Front Command ordered the Haifa Port authority to evacuate all cargo vessels from the port until further notice.
The Ashdod port has started preparing for large-scale absorption of cargo and passenger ships due to terrorists attacks and rocket barrage that hit the city of Haifa, a port city of some 250,000 people 18 miles from the international border, and the port of Haifa, the Home Front Command ordered the Haifa port authority on Sunday to evacuate all cargo vessels from the port until further notice. Due to the situation and the fear that the Hezbollah will continue targeting Haifa, the Home Front Command ordered Israelis in the Haifa region to stay in bomb shelters and secured area. Customs offices were ordered to close as well as other government offices. Local customs brokers as well as freight forwarders are unable to operate due to stuff shortage.
Following the Haifa port's evacuation ships have been routed to the port of Ashdod.


The Shelter (There are NO instructions to seal rooms at this time)

Keep the shelter clean and appropriately maintained. The shelter's doors and windows must be looked after to prevent rust, and make sure that the rubber seals are intact. Check the ventilation pipes and water containers for cleanliness. The entrance to the shelter and the emergency exit must not be blocked. Make sure the shelter is dry and the electricity is working. The shelter in a high-rise residential building must have rescue and emergency equipment including a pick, a spade, a crowbar and a 20-m. long piece of rope. If the shelter is adjacent to the house, it may be prepared for chemical and biological attacks by sealing it. A ventilation and filtering system should be installed in the shelter. It is recommended to use the shelter as a club, sports room or reading room. At the same time, make sure that it is possible to return the shelter promptly to its original designation. Do not store scrap and combustible materials in the shelter. In the case of incursion or a refusal to remove scrap on the part of the residents, do not give up, and report the matter immediately to the local authority. In high-rise buildings each apartment must have a key to the shelter. The structure of the shelter may not be altered without obtaining permission from the Home Front Command.

Shelter Improvements in Existing Buildings

In buildings lacking in sheltered areas or where there are no shelters adjacent to the apartments area, it is necessary to continue using the "sealed room". New methods have been developed to improve the protection afforded by the sealed rooms, by replacing the windows with blast-proof and shatter-proof glass, reinforcing doors and frames by coating or replacing them, reinforcing walls by coating them with special materials and adding an interior surface to reinforce walls and ceilings. Choosing the Sealed Room If there is no sheltered space in your home, nor any available impermeable shelter, select a room with as few windows and external walls as possible, and seal all openings. The sealed room must be big enough, minimum 5 sq.m., in order to hold all members of the family. If possible, select a room with direct access to the bathroom/toilet, provided it is possible to seal it easily.

Do not select a room with large glass windows which might shatter or smash due to blast. In this room put the following items: protective kits, sealing materials, food, water, flashlight, first aid kit, fire extinguisher, transistor radio, "leisure kit" and, if possible, a TV.

Equipment for Your Shelter

The shelter in an apartment house should be according to the following regulations and one of the tenants should be responsible for it. A list of the equipment is here given: In the Protected Space, the following items should be included: * A First Aid Kit containing: bandages, dressings, Iodine, cotton, triangles, scissors, block arteries.

In addition, personal medicines should be kept.

* Fire-fighting equipment for protected space / shelters: Extinguisher, Sand bucket, Water bucket, Carpet-beater.
* Emergency lighting. It is recommended to use lighting fixtures powered by batteries.
* Battery-powered radio. This is needed to receive messages during attacks. TV and telephone may be helpful. Portable fan to ease the heat load
* Comfortable seating for all people in the shelter (cushions, mattresses, blankets, etc).
* Food and drinks: Ready-to-eat food such as canned foods, snacks etc.
* Chemical toilets.
* List of Important telephone numbers: First Aid (Magen David Adom), Police, Fire Fighters, Information Centers.
* Cleaning tools: Broom, bucket, rag, garbage bags.
* Toys, games and books. It is recommended to prepare a bag with personal belongings and papers for use during an emergency.

WHAT TO DO IN SHOOTING INCIDENTS

Since shooting is not subject to early warning, it is vital to study the action to be taken in such a situation and to instruct the family accordingly. * When an explosion is heard, take cover behind a wall or stone fence. Lie on the ground and protect your head with your arms. * When traveling in a car - stop at the side of the road, take cover behind a wall or stone fence, lie on the ground and protect your head with your arms. * After waiting a few minutes, take cover inside a nearby building (enter the house or the stairwell and go up to the next floor). * Listen to your radio for further instructions by the security forces. * When you are inside a building - lie on the ground close to an interior wall, or enter the protected space, lie on the floor and protect your head with your arms. * Keep away from openings, and especially from glass windows. * Remain in the house and listen to your radio for further instructions by the security forces.

WHAT TO DO WHEN THE SIREN SOUNDS

The sound of the siren: an ascending and descending sound. How much time will elapse between the siren and the missile hit? One minute at most. However, the Home Front Command does not guarantee that the siren will sound before a missile hits a particular area. If additional missiles land in the same area, a siren will sound.

The All Clear signal will be given via the radio and television. Immediate actions to be taken on hearing the siren Shut down all electrical appliances and air-conditioners and close all water and gas taps in the home. Get into the Protected Space, easy-to-reach shelter, or sealed room already prepared for this event, and take with you the protective kit if you have recieved one. Do not put on the protective mask unless you receive a specific order to do so on the radio and TV. Do not leave your apartment for a shelter unless you can reach it within two minutes.

Note: You may bring pets with you into the Protected Spaces to protect them. When all the members of the family have entered the room, complete the sealing of the room by using adhesive tapes between the door and the frame and between the frame and the wall. The space between the door and the floor should be covered with a wet towel. When at home, it is recommended to leave the main door unlocked, so as to allow rescue units to get into the house if needed. If you are not home, put on your protective mask and take cover under any protection as quickly as possible. If If you are in a car, stop the car on the shoulders of the road. In a built-up area, get into a sheltered area as soon as possible. If you are in an open area, close the doors, windows and ventilation inlets and put on the protective mask.

Guidelines for Sitting in a Protected Space

Sit adjacent to an inner wall, perpendicular to the outer wall. Sit as far away as possible from the outer wall and window. Sit as low as possible, preferably on the floor, and on a mattress or pillow. Do not sit near an air-conditioner. It is highly recommended not to heat the room. Fans may be used in the room. Do not use air-conditioners. Seal the air-conditioning vents. Do not use air coolers based on water evaporation, as they cause high increases in the humidity of the air and reduce the effectiveness of the filters. Make sure that all members of the family remain awake while they are wearing protective masks. Do not light a fire or smoke in the room. It is important to keep the room well-maintained. Make sure that the adhesive tapes are kept tight. Renew the food and water supply and verify that the radio batteries are in good condition. Remember: Keeping calm and keeping up morale and obeying all guidelines issued by the security forces will help all members of the family to better cope during their stay in the Protected Space.


First Aid

The aim of giving first aid is to prevent further injury to the patient. When giving first aid, in order for your help to be effective you must know both what to do and also what it is better not to do in certain circumstances. For example, if a person with an injury to the spine is lifted or moved, this is likely to have very severe consequences. Unskilled first aid is liable to exacerbate the patient's condition. On the other hand, in a large number of injuries it is essential to provide immediate first aid in order to prevent a deterioration in the patient's condition.

General instructions

1. Be alert to the dangers facing you, other people and the injured person.

2. First, remove the injured person from a position in which there is a risk of further danger to you both.

3. Give help on the spot where possible.

4. Open the injured person?s airway (raise the lower jaw and remove any obstruction), to ensure a sufficient supply of air.

5. Staunch hemorrhages immediately.

6. If possible, ask the injured person for details of the injury.

7. Check the injured person thoroughly.

8. Encourage them and keep their spirits up.

9. Act with confidence and skill.

First aid kit and bandages

First aid bandages; sterile gauze pads; adhesive bandage and adhesive pads, 1.25 cm or 2.5 cm wide; band aids - absorbent bandages, cotton and knit bandages in widths of 4, 6, 8 or 10 cm; triangular bandage; Betadine; scissors; blanket.

Stopping a hemorrhage If an injured person is hemorrhaging, your immediate action, after checking their airway and breathing, should be to put pressure on the bleeding wound. An external hemorrhage can be stopped by applying direct pressure on the place that is bleeding. Press firmly and do not hesitate to apply pressure - this is an immediate and important action intended to stop the bleeding and prevent a rapid deterioration in the patient's condition. You can apply manual pressure while transferring the person by car, on a stretcher or in almost any situation. Do not release the pressure in any circumstances! If possible, apply a pressure bandage. Use the bandage ties to make sure the bandage presses on the area that is bleeding. If the bleeding does not stop, apply further pressure using your hand or another bandage until it does stop. Only apply a tourniquet in the event of amputation, tightening it as much as possible.

Burns

Burns are caused by fire or heat, and on rare occasions, also by cold. A distinction is made between three degrees of burn: first-degree burn - only the outer layer of skin is damaged and the skin becomes red and swollen second-degree burn - superficial or deep damage to the outer and inner layers of the skin, and the surface of the skin is blistered third degree burns - the skin and subcutaneous tissue are scorched, and all layers of the skin are burned. Treatment of burns

1. Move the injured person away from a place where his life is in danger, and wrap him in a blanket or roll him on the floor in order to extinguish the flames. Immediately remove all his clothing.

2. Immediately after this, the most important thing to check is whether the injured person's upper airway is clear. As a result of smoke and fire, mucus in the airways is reduced and the airways can quickly become blocked. If there are the remains of soot and ash on the injured person?s tongue and the hairs of his nostrils and face are singed, there is a likelihood that airway problems will develop and the person should be evacuated as soon as possible. All injured people evacuated from fire or smoke should be given air to breathe that is enriched with a maximum concentration of oxygen.

3. Use water to cool the burned area. Do not burst blisters! (This leads to the danger of infection).

4. Cover the burn with a wet sterile bandage. Continue to damp the bandage and evacuate the injured person for medical treatment. Chemical burns Chemical burns are liable to cause the same degree of burn as heat burns. Drinking certain chemicals, such as salt and boric acid, causes internal burns. These chemicals also cause the formation of blisters, swelling and even scars. If they pass through the respiratory tract, there is a danger of suffocation. Treatment of chemical burns Drink a lot of water. If the injured person has swallowed chemical liquids, his mouth should be washed out very thoroughly, spitting out the rinsing water. Fractures The signs of a fracture are: pain, restricted movement in the limb, swelling, subcutaneous bleeding (blue mark). Treatment: avoid movement of the limb by strapping it to the body or to an uninjured limb (using a triangular bandage, belt etc.). In case of injury to the back or neck, do not move the injured person and call Magen David Adom for help.

Calling Magen David Adom Dial 101 (also from a mobile telephone) and give the following details: The telephone number from which you are calling. The location of the incident: the name of the town, neighborhood, street, house number, entrance, floor and the name on the door. ? The nature of the incident and the estimated number of people injured. A description of the medical problem from which the injured person is suffering. The age of the injured person. Whether there are environmental hazards (fire, destruction, dangling electricity cables). Answer the questions of the medic at the Magen David Adom call center to help ensure the proper assistance is provided. During a missile attack the Magen David Adom stations will deal only with urgent calls For information on casualties, contact the hospital information centers (telephone numbers appear overleaf). The public is asked not to call Magen David Adom for information, instructions on how to act or names of people injured in an incident

Do not approach the area of an incident, in order to allow the medical teams to provide the most professional and safe treatment. Drivers are asked to clear the roads leading to the site of the incident and to the hospitals Blood services The Magen David Adom blood services are responsible for the collection, processing, supply and storage of blood and blood products for the entire civil and military health system in the State of Israel, during peacetime and in emergencies. Information on donating blood will be published regularly in the media, and you are therefore requested not to come to the blood banks and donor centers until requested to do so. Who can give blood? Any healthy person aged 18 - 65, weighing 50 kilos or more and meeting certain additional requirements can donate blood. Young people aged 17 - 18 may give blood with their parents permission. Blood can be donated every three months with no health risk to the donor.

A country wishing to offer good medical care to its residents requires 50,000 units of blood a year per million residents. In other words, 5% of all residents must donate blood each year. Hence in Israel, with some 6 million people, at least 300,000 units of blood will be required each year. At times of emergency there is a greater need for blood and therefore a larger number of donors is required. Personal insurance - every blood donor receives blood insurance for himself and his immediate family for that year. This insurance starts two months after the date of the donation.

The Magen David Adom training system It is very important to take a first aid course in order to be able to help yourself and those around you at times of need.
The Magen David Adom training department offers a very wide range of courses, instruction and continuing education programs: the basic CPR course (four hours); a basic first aid course (20 hours); a course for people offering first aid (44 hours); a refresher course for lifeguards (7 hours); a course for drivers of public vehicles (18 hours), and advanced courses intended for professional medical staff.
